E-CORE, the EPSCoR Collaborations for Optimizing Research Ecosystems program, is a National Science Foundation initiative that helps states and territories build connected, competitive research ecosystems. It invests in the networks and infrastructure that grow research capacity around local priorities, with a focus on regions that have historically received less federal funding for scientific research.
Research Infrastructure for AI-based Sustainable STEM Technologies in Puerto Rico, or RAIS-PR, was selected through the E-CORE program and is led by the University of Puerto Rico at Mayagüez.
The $9 million award brings together the Río Piedras campus and UPR units in Aguadilla, Arecibo, Bayamón, Carolina, Cayey, Humacao, Ponce, and Utuado, with the Ana G. Méndez University System participating as a partner institution.

Why it matters
RAIS-PR is building a connected research ecosystem across Puerto Rico: shared access to advanced infrastructure, stronger partnerships between institutions, and a new generation of researchers ready to take on the island's energy and technology challenges.
For students and faculty, that means more access to facilities, more collaboration between campuses, and more paths into research careers without leaving Puerto Rico.
What we work on
RAIS-PR supports research that applies artificial intelligence to:
- Resilient energy systems
- Quantum sensors
- Secure communications
- Advanced computing
- Sustainable technologies
