The main function of the Proposal Submission Unit (PSU) is to serve as the central pre-award point of contact for the management, budget review, and submission of requests for external funding to carry out sponsored projects. PSU also supports the UPRM Authorized Organizational Representative’s (AOR) pre-award actions to enable the submission of requests for external funding and other required documents or information prior to the sponsor’s award issuance.
The services provided by the PSU include the submission of new proposals, submission of sub-awards, processing of no-cost extensions, supplemental award requests, budget verification, internal competitions, cost sharing, and PI/CoPI changes and consulting.

The services provided by the PSU include the submission of new proposals, submission of sub-awards, processing of no-cost extensions, supplemental award requests, budget verification, internal competitions, cost sharing, and PI/CoPI changes and consulting.
Some programs limit the number of proposals an institution can submit in a single competition. PSU staff coordinate, as necessary, internal competitions to select the proposals to be submitted in response to a limited submission opportunity.
The first step when submitting a new proposal is completing a service agreement. The service agreement serves as a formal notification of an investigator’s intent to submit a proposal for a specific program. It provides the PI an overview of available services and allows the PSU to schedule the submission and assign resources to the task. It also requires the PI to provide some basic information about the planned submission, so as to identify potential compliance requirements as early as possible.
Current UPRM internal procedure requires that complete proposal application package to be submitted to the PSU at least ten (10) business days before the agency’s deadline.
Due to the volume of proposals reviewed and managed per available staff member, the University of Puerto Rico Mayaguez Campus and the Proposal Submission Unit cannot guarantee the timely submission of proposals that fail to meet the internal deadline.
Please realize that most agencies have a common deadline for many RFPs and there might be several proposals being handled by the PSU during the same period. We cannot emphasize enough the importance of submitting complete, revised proposal documents with plenty of lead time.

All proposals submitted by the UPRM R&D Center must undergo a budget review by PSU staff to ensure they meet institutional requirements and the AOR can authorize their submission. Some programs and sponsors have particular requirements as well, that may need to be discussed before a submission can proceed.
Sponsors generally require the institution’s AOR sign off on certifications and representations, letters of support, or submission authorizations. The PSU works closely with the AOR to obtain these signatures and complete the submission process.
Active projects may submit supplemental funding requests, in accordance with sponsor requirements and regulations. The PSU reviews these supplement budgets and assists in their submission.
